Here is an interesting article that discusses the rising costs of student transportation and contract bidding. The article makes several claims, including that several bus companies have a "gentleman's agreement" where only one company will bid for a bus contract (meaning the district is basically forced to accept the only offer). If I lived there, that would certainly be frustrating, but it is not completely surprising. If there are several operations in one region, it makes better business sense for smaller businesses to secure contracts on a specific basis rather than compete against one another to do so. Costs and driver shortages aside, the operations will still lose out financially.
Realistically, there is not much these school districts can do; a "nuclear option" would be to consider the possibility of taking transportation in-house (if it provides savings over any contract renewal offers).
